A short history of the metre, the square metre, and the world's apartments
The metre was conceived in 1791 by the French Academy of Sciences during the most intense phase of the French Revolution. The brief was radical: replace the thousands of regional units of length, area, weight, and volume that varied by village, soil type, and merchant guild with a single rational unit derived from nature. The Academy chose one ten-millionth of the distance from the North Pole to the equator along the meridian through Paris — an enormous geodetic project completed by Delambre and Méchain over seven years of triangulation under wartime conditions.
The are (100 m²) and the hectare (10,000 m²) followed in 1795 as the units of area. The square metre itself, defined simply as the area of a square with sides of one metre, became the SI unit of area. The metric system was made compulsory in France in 1799 and spread across Napoleonic Europe between 1800 and 1815. Even after the empire fell, the system stuck because it solved a real economic problem: a single shared unit for taxation, commerce, mortgages, engineering, and agricultural commodity pricing.
The Metric Convention of 1875 turned what was originally a French standard into an international scientific treaty. Seventeen original signatories, including the United States, established the General Conference on Weights and Measures (CGPM) and the International Bureau of Weights and Measures (BIPM) at Saint-Cloud near Paris. By the early twentieth century almost every European nation had adopted metric for legal use. Germany unified its weights and measures around metric in 1872, just one year after political unification. The UK kept imperial for daily use until 1965 and metric is still incomplete there.
Japan adopted the metric system as the legal standard in 1959, replacing the traditional shaku-kan system that had governed feudal-era trade. The tsubo (3.3058 m²) and jo (1.6529 m²), descended from tatami measurements, were officially demoted to informal status. South Korea followed in 1961, banning pyong from official records though the unit survives in everyday speech. Hong Kong, as a British colony, kept imperial for property and continues to do so under SAR rule despite mainland China's metric standard.
By 1983 the metre had a new definition: the length of the path travelled by light in a vacuum during 1/299,792,458 of a second. The 2019 SI redefinition fixed all seven base units to physical constants, so the metre and by extension the square metre are now defined purely by the speed of light. This anchors property measurement, GIS, satellite imagery, and engineering tolerances to a constant that does not drift. A 92 m² EU dwelling today is exactly the same area as a 92 m² dwelling in 1983 or 2099.
European Union property law harmonised m² reporting in the 1990s. Germany's WoFlV (Wohnflächenverordnung) governs how floor area is measured including weighted balcony contributions. France's loi Carrez (1996) requires sellers to certify the m² of any condominium for sale and gives buyers compensation if the figure is overstated by more than 5 percent. Italy and Spain have analogous regimes. The square metre is therefore not just a number on a listing — it is a legally enforceable surface measurement with audit standards behind it.
Modern smart-city planning has elevated the m² to a sustainability metric. Embodied carbon per m², cooling demand per m², biodiversity net gain per hectare, daylight access per m² — every new environmental rule reduces to area-weighted scoring. The 2026 EU Energy Performance of Buildings Directive (EPBD) recast mandates kgCO&sub2;e per m² per year reporting for every new dwelling. The square metre, born from the French Revolution and pinned to the speed of light, has become the universal unit of urban liveability.
