Why 2,080 became the US standard work year — and what it's actually worth

In 2026, an MBA candidate at Booth is evaluating two offers — $180k strategy consulting (60 hr/wk) versus $140k product manager (40 hr/wk). On paper the consulting role pays 29% more. Converted to hourly: $180k ÷ (60 × 50) = $60/hr versus $140k ÷ (40 × 52) = $67.31/hr. The product role pays MORE per hour worked. The 40-hour US workweek became federal law via the Fair Labor Standards Act of 1938, signed by President Franklin Roosevelt on June 25, 1938. The Act established the minimum wage ($0.25/hr in 1938 — equivalent to ~$5.50/hr in 2026 after inflation), the time-and-a-half overtime premium above 40 hours, and child labor restrictions. FLSA survived a constitutional challenge in United States v. Darby Lumber (1941) and has been the foundation of US wage law ever since.

The 2,080-hour annual standard derives from 40 × 52 = 2,080. The Office of Personnel Management uses 2,087 for federal employees, accounting for the fractional extra day per leap-year cycle (5 USC § 5504). Commercial payroll systems — ADP Workforce Now, Workday HCM, Gusto, Rippling, BambooHR — all default to 2,080 in their salary-to-hourly divisors. Equipment leasing rates, contractor billing rates, and HR budgeting all anchor to this number.

International comparisons reveal how short the US year is by global standards. German workers average 1,343 hours annually (Statistisches Bundesamt 2023), French workers 1,490 hours (INSEE), UK 1,532, Japan 1,607 — all driven by statutory holiday and mandatory vacation rules. US workers averaged 1,810 hours per OECD 2023 data — about 300 hours (7.5 weeks) more than Germans. The 2,080 standard understates this gap because US workers also take less PTO than they accrue.

The FLSA exempt salary threshold was raised effective January 1, 2025, to $58,656/year ($1,128/week) per the DOL Final Rule of April 2024. Employees earning below this who satisfy the duties test must be classified as non-exempt — eligible for overtime at 1.5× the regular rate computed by dividing salary by hours worked or by 2,080. The November 2024 Texas federal court ruling vacated some of the increase, leaving the threshold unsettled in 2025 — verify with HR for your specific state.

Tax withholding on salaried pay follows IRS Publication 15-T tables for the wage-bracket method or the percentage method. Federal income tax progressive brackets for 2025: 10% to $11,925, 12% to $48,475, 22% to $103,350, 24% to $197,300, 32% to $250,525, 35% to $626,350, 37% above (single filer). Add FICA 7.65% (Social Security 6.2% capped at $176,100 + Medicare 1.45% uncapped). Add state — California 1-13.3%, Texas/Florida/Nevada/Washington/Wyoming 0%.

For a salaried worker at $100,000 in San Francisco in 2026: gross hourly = $48.08. Federal tax marginal 22% bracket but blended ~18% effective; FICA 7.65%; California ~8% effective; SF payroll expense ~0% (employer-side); total ~33% all-in. Net hourly = ~$32.21. Compare that to the federal minimum wage of $7.25 (unchanged since 2009) and the math of US wage compression becomes visible — a 25th-percentile worker today earns about what a 25th-percentile worker earned in 2007 in real dollars.
