Time to Decimal Hours Converter (HH:MM → 8.5)

decimal_hours = H + (M / 60)

Worked: 8:30 → 30 / 60 = 0.5, plus 8 = 8.5 decimal hours. Pie sector fills exactly half the clock face (0.5 = 50% of one full hour). The inverse formula M = (decimal − H) × 60 recovers the minute portion.

Why HH:MM Becomes Decimal in Payroll — A Workplace History

In 2026, a payroll specialist at a 14-restaurant hospitality group cannot multiply "8 hours 30 minutes" by $18.50/hour to compute gross pay — the multiplication needs a single decimal number. Converting 8:30 to 8.5 collapses two columns into one, which is the entire reason payroll backends store decimal hours internally. This tool is the bridge.

The HH:MM convention itself is a Babylonian sexagesimal inheritance from ~1800 BCE. Clay tablets from Old Babylonian Nippur use base-60 because 60 has twelve divisors. Greek astronomy (Hipparchus 190-120 BCE, Ptolemy's Almagest c.150 CE) preserved the division — 24 hours per day, 60 minutes per hour, 60 seconds per minute. The mechanical chronograph (Henlein, Nuremberg ~1505; Huygens pendulum 1656) embedded the convention in civil life.

French Revolutionary decimal time (Decree of 5 October 1793) tried to redefine the day as 10 decimal hours × 100 minutes × 100 seconds. Modern "decimal hours" are unrelated: they express minutes as a base-10 fraction of a 60-minute hour, NOT as 1/100 of a 2.4-hour decimal hour.

NIST timekeeping via WWVB and the cesium-fountain NIST-F2 defines the SI second (9,192,631,770 cesium-133 transitions per 13th CGPM, 1967, refined 2019). Decimal hours are derived: 1 h = 3600 SI seconds. ISO 8601:2019 §4.2.2.4 explicitly allows decimal fractions in time notation (T15.5 = 15:30), recommending colons for display and decimals for machine processing.

The U.S. Fair Labor Standards Act (FLSA, 29 CFR 785.48(b)) permits rounding to nearest 6-minute (0.1 h), 7.5-minute (0.125 h), or 15-minute (0.25 h) intervals — but ONLY if rounding averages out. Systematic round-down is illegal. Major payroll vendors implement this: ADP RUN, Gusto, Paychex Flex, Workday, and QuickBooks Payroll all default to 0.1-hour decimal granularity.

Aviation Hobbs meters (Hobbs Inc, Stewart-Warner since 1938) tick in 0.1-decimal-hour increments — 6-minute granularity — and feed FAA Part 91.417 maintenance interval calculations. Sailing logs (USCG OUPV license), legal-tech invoicing (Clio, MyCase, PracticePanther), and management consulting (McKinsey, BCG, Bain timesheets) all default to 0.1-h decimal increments because that is the smallest unit a human can negotiate without disputes.

The EU's 24-hour adoption (1985 directive across French SNCF, German Bundesbahn, Italian FS schedules) standardized passenger displays at HH:MM but did not eliminate decimal-hour billing — French CPAs and German Steuerberater still bill in 0.1 h or 0.25 h minimum tarifs. The UK's HMRC permits decimal-hour timesheets for IR35 contractor reporting (effective from 2017 reform, expanded 2021). NASA Goddard Mission Operations Control Center logs Mission Elapsed Time (MET) to 0.0001-hour precision for Voyager and Mars Reconnaissance Orbiter trajectory commands.
