The Hour as a Billing Unit: From Watchmakers to Cloud Computing

The hour-as-billing-unit emerged with the wage-labor economy of the Industrial Revolution. Before the 19th century, most workers were paid by the piece (textile yards, agricultural sheaves) or by the day (sunup to sundown). The 1820s factory system introduced clock-in / clock-out workflows that required precise hour-measurement. Robert Owen's 1817 slogan "Eight hours labour, eight hours recreation, eight hours rest" codified the 24-hour day as a tripartite division still recognizable today.

The hourglass itself predates mechanical clocks. Sand glasses (also called sand timers or sand clocks) appeared in 14th-century Mediterranean shipping — described in Italian merchant ship inventories from 1338. They measured around 30 minutes of running time and were turned to track watches at sea, complementing noon-sun sextant readings. Sand glasses were portable, robust, and unaffected by ship motion, unlike pendulum clocks. They remained in maritime use through the 18th century until John Harrison's marine chronometer (1761) replaced them.

Legal billable hours emerged in 1950s America. The traditional retainer model gave way to per-hour billing as law firms grew and tracked time more granularly. The 6-minute (0.1 hour) increment became standard because it matched a single decimal place — easy to round, easy to bill. By 2000, the target of 2,000 billable hours/year (around 7,200,000 seconds) became the BigLaw norm, with associates frequently logging 2,200+ to make partner track. The economic critique: the system rewards inefficiency, since taking longer means billing more.

Telecom CDR (Call Detail Record) billing tracks calls at sub-second resolution. The early analog phone system billed in 1-minute blocks. The 1980s digital switching enabled 6-second blocks. By 2010, mobile carriers worldwide had moved to per-second billing for accuracy and competitive marketing ("per-second billing" was a major Reliance Jio talking point in the 2016 Indian telecom war). Modern VoIP services like Twilio, Vonage, and Bandwidth bill per-second across global PSTN with fractional-cent precision.

Cloud computing represents the most extreme per-second metering. AWS EC2 charges per-second after a 60-second minimum (since 2017); Lambda charges per-millisecond. AWS Compute Optimizer recommends right-sizing instances by analyzing 14-day CloudWatch metrics at 1-second resolution. The annual revenue from second-precision metering accuracy is significant: AWS hyperscale workloads averaging 4 hr 23 min instance runs save around 8.5% per workload if measured to the second vs rounded up to the next hour.

Video encoding times scale dramatically by codec. H.264 1080p 30fps encodes at around 1.5x realtime on modern CPUs (a 1-hour source = 40-minute encode). HEVC (H.265) 4K 60fps slows to 0.3x realtime on CPU (1-hour source = 3.3-hour encode). AV1 software encoding at 4K hits 10-50x realtime. Streaming services pre-encode each title to 8-12 bitrate ladders simultaneously; a major film like Avatar 2 in Netflix's catalog represents around 500-1000 GPU-hours of cumulative encode time at multiple resolutions.

For all these per-second billing applications, the 3600-second hour conversion is fundamental.
