All conversions route through a ppm intermediate. Worked: 0.9 % saline IV bag. ppm = 0.9 × 10,000 = 9000 ppm = 9000 mg/L = 9,000,000 ppb. Per IUPAC Gold Book (1997), ppm is a mass fraction for liquids/solids. ASTM E29 round-half-to-even applies at the last reported digit.

A Brief History of Concentration Notation

In 2026, a water-treatment engineer comparing EPA ppb-based MCLs (lead 15 ppb), CDC ppm-based pool standards (free Cl 2 ppm), USP %-based pharma specs (saline 0.9 %), and lab-reported mg/L values for a contract sample needs every conversion in one place. The four units in this hub - ppm, ppb, percent w/w, and mg/L - are the dominant ways the world reports concentration in dilute aqueous systems. The mathematical relationships are exact: 1 % = 10,000 ppm, 1 ppm = 1000 ppb, and in water 1 ppm ≈ 1 mg/L (the approximation holds to better than 0.3 % for water at 0-30 °C). Confusing them is a regular cause of regulatory error, public-health incidents, and retracted papers.

Parts-per notation traces to 19th-century U.S. Geological Survey and British Royal Institution analytical reports on natural waters. Avogadro's 1811 molecular hypothesis (N_A = 6.022 × 10²³) gave the unit its physical foundation: 1 ppm in water corresponds to ~3.3 × 10¹⁶ molecules per gram for a 200 g/mol species. Percent notation predates ppm by centuries - the alchemical 'hundredth part' appears in 14th-century recipes - but is too coarse for trace work.

The U.S. Clean Water Act (1972) and Safe Drinking Water Act (1974) standardized ppm and ppb for water-quality reporting. The 2024 EPA PFOA MCL of 4 ppt (parts per trillion = 0.004 ppb = 0.000004 ppm = 0.0000004 mg/L) is the tightest concentration regulation ever passed in U.S. environmental law. ICP-MS detection limits (~1 ppt for most metals) finally caught up with the regulatory ambition only in the early 2000s.

The Centers for Disease Control Model Aquatic Health Code (2018 third edition) sets pool free chlorine at 1-4 ppm. The American Public Health Association Standard Methods for the Examination of Water and Wastewater (24th edition, 2023) uses mg/L. The pharmaceutical United States Pharmacopeia uses % w/w for saline (0.9 % NaCl IV bag) and ppm for elemental impurities (USP <232>: cadmium 0.5 ppm parenteral). Translating between these communities is exactly the friction this calculator removes.

The IUPAC Compendium of Chemical Terminology (Gold Book, 1997 with 2014 corrections) treats ppm and ppb as deprecated for gas-phase mole/volume fractions (use µmol/mol or nmol/mol) but accepts them for mass fractions in liquids and solids. NIST Standard Reference Materials anchor the metrological chain: SRM 1640a is a trace-element calibrator at ppb, SRM 3140 series at ppm. ASTM E29 governs rounding (round-half-to-even at the last reported digit).
