Translating one to the other is a daily compliance task, and a 10× error in the decimal shift means either a microbial breach or an over-chlorinated batch flagged by 40 CFR 141.72. ASTM E29 governs significant-figure rounding (round-half-to-even) and the conversion is performed first, then rounded — never the other way. NIST Standard Reference Materials anchor the metrology: SRM 3140 series (single-element ppm) and SRM 1640a (trace metals in water at ppb–ppm levels) are the certified pivot points the EPA uses to audit state labs.

Industrial dechlorination at wastewater plants is where this conversion bites hardest. The 40 CFR 122 NPDES permit caps residual chlorine in plant effluent at 0.1 ppm = 0.00001 % — a value so small that operators must use sodium bisulfite injection at a target ratio of 1.46 mg SO₂ per mg Cl₂. Bulk solutes — 0.9 % saline, 5 % dextrose, 3 % H₂O₂ — are quoted as percent for shelf labels but the impurity profile is quoted in ppm: USP <232> caps parenteral cadmium at 0.5 ppm = 0.00005 %, lead at 0.5 ppm, arsenic at 1.5 ppm and mercury at 0.3 ppm. The split keeps each unit in its natural numeric range and avoids reading errors at trace levels.

ASTM steel grades, FCC metals, and ISO 17025 lab accreditation all rely on this same magnitude axis. The American Society for Testing and Materials publishes thousands of percent-and-ppm specifications: AISI 1018 carbon steel is 0.14–0.20 % C (1400–2000 ppm), the FCC food-grade metals limit cadmium at 1 ppm and lead at 2 ppm, and a 2026 EU REACH amendment cuts the lead limit in consumer paint to 90 ppm = 0.009 %.
