The relationship 1 % = 10,000 ppm is exact and arises from the definitional ratio: 1 % = 1/100 versus 1 ppm = 1/1,000,000, giving 10,000:1. The conversion is multiplicative (ppm × 0.0001 = %) or divisive (ppm / 10000 = %).
