The 10 ppb MCL is the comparator — and 0.0034 ppm = 3.4 ppb is below the line. Three places of decimal shift. Every analytical chemist working below the milligram-per-liter line lives in this conversion: ppm-to-ppb is the daily bridge between the lab report and the regulatory compliance ledger.
The relationship 1 ppm = 1000 ppb is exact: ppm = 1/10⁶, ppb = 1/10⁹, ratio = 1000. The conversion is a clean three-place decimal shift. Amedeo Avogadro's 1811 hypothesis gave the molecular meaning of mass fractions (N_A = 6.022 × 10²³ molecules per mole), and the parts-per notation was formalized in the late 19th century by the U.S. Geological Survey and the British Royal Institution for trace mineral assays.
